Why Melbourne CBD needs its own page.
Every other page on this site argues from old pipe. This one cannot, because Melbourne CBD as a place people live is younger than most of the people living in it.
In 1985 the city grid held about 685 dwellings. The Postcode 3000 programme set out to change that, and it did: roughly 8,000 by 2000, and 42,504 at the 2021 Census. The residential CBD is essentially a thirty-year-old build.
And it is one dwelling type. 99.2% flats or apartments. 0.1% separate houses. Seventy-one per cent rented, at an average household of 1.7 people.
A thirty-year-old build sounds like the easy end of the trade. The audit record says otherwise.
An audit of 212 Victorian apartment buildings published in 2019 recorded 3,227 defects, with 85% of buildings defective. Waterproofing was 11.46% of them and roof and rainwater goods another 8.58% — and the authors found that about a third of building-fabric defects were a consequence of water penetration.
The Victorian Building Authority has put it more bluntly still: nine in ten building insurance claims contained a water-related defect. Cladding Safety Victoria found that more than 71% of defective balconies had insufficient waterproofing.
Then there is who is allowed to fix it. Under Victoria’s owners corporations rules a lot owner must not repair “a service in or relating to a lot that is for the benefit of more than one lot” without authorisation.
In a house, the person with the problem is the person who hires you. In a tower, the person with the problem may be a tenant, the person who pays may be an owner two states away, and the pipe may belong to everybody.
One more thing about the ground. Elizabeth Street runs along the alignment of Williams Creek, and it floods — 1882, 1972, 2010, 2011. The 1972 event dropped roughly 76 to 78.5 millimetres in an hour and ran about a metre and a half deep. Underneath, the board’s first connection was made in 1897, and the brick sewers of that era are recorded as mostly still in use.
